The interrogative pronoun wieviel
can refer to a part of a quantity or to a member of a
group. If wieviel refers
to a part of a quantity (in meaning of How much?) it is
never declined.

= How much money do you need?

= Of how much flour does he dream?

the gender and the declension of wieviele
have to correspond. Wieviele
